The district government establishes a special development fund and a business initiating venture fund to help local enterprises in such forms as stock purchase and loan guarantee.

　　Aside from enjoying preferential policies stipulated by tax law, the newly-registered tax-payers are subject to various kinds of rewards proportional to taxes paid to the district government.

　　(1) A taxpayer who pays RMB 0.5 million (not above) to the district government in taxes will be rewarded a sum of money equal to 10% of taxes it has paid at the district’s disposal.

　　(2) A taxpayer who pays between RMB 0.5 million and RMB 1 million to the district government in taxes will be rewarded a sum of money equal to 15% of taxes it has paid at the district’s disposal.

　　(3) A taxpayer who pays more than RMB 1 million to the district government in taxes will be rewarded a sum of money equal to 20% of taxes it has paid at the district’s disposal.

　　(4) A taxpayer is liable to the above preferential policies for three continuous years if it realizes an annual 20% increase in taxes that go to the district’s disposal.

　　(5) Big project that involves a registered capital of more than RMB 20 million from domestic investment or a registered capital of more than USD 5 million from foreign investment is liable to more preferential policies. Specific preferential policies for a certain project are subject to negotiation.

　　Annual top twenty taxpayers, whose tax payments at the district’s disposal rank top 20, will be honored and rewarded by the district government. The government will provide each top taxpayer with the privilege of arranging for a child to enter a key district school or kindergarten.

　　Companies whose trademarks are honored with such titles as National Household Trademark or National Famous Trademark will receive RMB 50,000 or RMB 20,000 respectively in rewards from the district government. Companies whose products are honored as municipal products of fame and excellence will be rewarded RMB 10,000.

　　Companies are encouraged to enhance business management and information construction. Companies that pass either ISO9000 or ISO14000 or 3C will be rewarded RMB 10,000 respectively.
